Don't forget the other contributers to the ridiculous licensing rackets--the members of the professions themselves who lobby for legislation requiring licensing to artificially keep the supply low. I have a close relative who is extremely proud of being a licensed barber.  It doesn't matter that he does a terrible job, he's licensed.   No thanks, I'd rather let the missus cut my hair in the yard.

I'm sure that their are some interest groups that happy to enforce such rules that will limit competition. It doesn't change the fact that most of this licensing is done simply in the sake of power gathering.
