Zar,
The power balance in Iran is more fragile than you describe. Yes, the policy making is in the hand of the religious leadership, however the personality of the president and its political ability allowed him to gather more decision freedom.
I do agree with you that he is coordinated with the "real leadership" but I think that he also has greater influence on the policy than his predecessor.

There is a big flaw in the cited quote: It assumes that Ahmadinejad is Iran's leader. It is wrong. Ahmadinejad is certainly NOT Iran's leader. He does not have the power to move even a single soldier. He is the president, which in Iranian consituency means CEO of an oil company named Iran. All the policy making and other critical political issues are investigated and decided out of his government, noticeably under supervision of the supreme leader.
