Isn't it possible the richer countries actually pay their diplomat's tickets, and thus just hide the shame better?

That's funny but I can see it. My only reference is having lived in Saudi Arabia and I tell you, double triple parking was not uncommon. People driving like they just hopped off their camel being used to cross desert roaming hopping in a car trying to drive and stop for red lights (on time), what a thought! Not all of them of course, but I can see the cultural thing. If there was one place where you had to be a very careful defensive driver, that was it! Naturally, I did not drive, just 'navigated' on the passenger seat, ha! Ingrid
