It looks Obvious: Google and the FCC

Indeed. And the blame rests with the Supreme Court's ruling about decency in television in the 1950's, which gave the FCC the authority to effectively censor television. Which they did, forcefully, against sexual content and profanity, but not against violence. Thank god for cable.
Have you ever seen Penn Teller's show Bullshit on Showtime? They have an episode about profanity, and they ruthlessly attack the FCC's hypocrisy, and, indeed, the unconstitutional court ruling that affects our lives to this day.
This thing with Google and the telcos is not directly related, but it is relevant because the FCC should deal with technical issues only. Allowing them to regulate the field against the consumers' best interest is appalling, and is exactly what is wrong and corrupt about the government.
